S.T.O.R.M 4’s fills a skills gap identified in the specialist security role, in recent times with the
escalation of risks within the events industry response teams are expected to take on increased
responsibility and operate in some more and more challenging environments. As agents of the
licensee their actions reflect on the event, not just legally and morally, but also reputationally.
In addition, there is a requirement under UK Health and Safety Law that it is the responsibility
of the employer to provide the correct training based on risk assessment to undertake the role
that staff are employed for. The deployment of staff without the competence and training to
undertake these roles could leave the employer open to beaches of the legislation and put staff
and customers at risk. The basic skills taught as part of the SIA Door Supervisors qualification does
not cover roles with an escalated risk and just deploying SIA licenced staff does not necessarily

So What are S.T.O.R.M 4’s
S.T.O.R.M 4 Teams deploy (as the name suggests) in teams of 4 made up of one SIA tactical team leader, two SIA operatives and one first response SIA /medic. All teams are equipped with body worn evidence cameras / evidence collection equipment / advanced restraint equipment and an unparalleled skills set. Each can be deployed as an independent unit of 4 or combined into teams of 8, 12 or 16 complete with their own tactical commander for more complex issues.
All our event friendly teams are made up of ex Police, Ex Forces or minimum of three years SIA supervisor or management event experience and have passed the 3 day Event Tactical Response Team Course delivered by an ex lead public order tactical trainer and public order command tactical advisor for the Police Service and a Tactical Security Consultant with over forty years experience of the Events Industry.
S.T.O.R.M 4 Teams are also trained to work alongside our specialist Tactical BDO Teams, acting in a dual role as stressors and as specialist support for these teams.

The issues around both the cost and re-sourcing of Police services within the industry mean the level and standard of training required for response teams far exceeds the SIA licensing requirements. The need for SIA operatives with advanced skills and training has become paramount as the UK Police are having to concentrate more and more on their core responsibilities and are no longer able to offer the support to events that they once were.
As the police presence at events reduces tactical response teams are required to take on further responsibilities which will progressively be more and more in the public view. SIA licenced response teams are nearly always the first responders to any incident on site, be it assault, sexual assault, breaches of the licencing act, public order, ticket touts, fake merchandisers, drug dealers, anti-social behaviour, crowd issues, high risk searches, children at risk, drug incidents, hostile recon (terrorist or criminal), mental illness and indictable offenses etc. with the reduction Police resources extended response times and the liability resting with the client they must deal with the immediate risks. Simply deploying anyone with an SIA DS licence and basic training should no longer be acceptable as the responsibilities and risks they face are not covered by simply having an SIA licence.
Untrained staff and their approach can trigger substantial escalation increasing the risk. The emphasis of our training is to proactively decrease conflict and recognise alternatives to use of force, whilst providing comprehensive specific and team skills and interventions for dealing safely and professionally with advanced risk and physical intervention environments when required.

Each Team member has come through personal recommendation, is SIA Door Supervisor or Close Protection Licenced, has a minimum of three years event experience at supervisor level or above, had additional training and undertakes annual refresher training each season.

Not everyone is an effective commander that’s why In addition all our S.T.O.R.M Tactical Commanders are experienced Public Order and Public Safety ex Police Commanders who are capable and proven decision makers in high risk environments. The S.T.O.R.M commander directs the Team Leaders within each S.T.O.R.M 4, who have significant professional discipline and skillsets to maximise the actions required. (eg Public Order and Public Safety Advisors, CBRN Tactical Advisors).

S.T.O.R.M Teams are not just another response option, they are the first response option. Each member is carefully selected to create an holistic team. The members of each team have various additional skillsets among their numbers enabling us to create multi skilled teams to deal with most issues, such as qualified and experienced;
Event Counter Terrorism Risk Managers, Crowd Safety Managers, Physical Intervention Trainers, Event Safety Managers, Spectator Safety Trainers, SIA Qualification Trainers CP /DS / CCTV / SG, NHS Qualified Paramedics, etc.
Team Leaders, Safety and Crowd Safety Operatives hold qualifications such as;
Diplomas in Event Safety Management, Diplomas in Crowd Science Level 5, MSc Crowd Safety & Risk Analysis, Public Safety at Festivals and Mass Gatherings, NEBOSH General Certificate in Occupational Health & Safety, MSc International Security & Risk Management, Diplomas in Security Management & Consultancy
Team SIA Medical Operatives are qualified to a minimum of LEVEL 3 BTEC Award in First Aid at Work with others holding FPOS First Person on Scene IHCD Intermediate and Police Public Order Tactical Medics . Our medics are purely there to deal with first response if first on scene and will then hand over to event medical or NHS services. They are also there to provide medical support to the teams themselves in high risk environments.
Team Physical Intervention Operatives
There will be instances when it is lawful and essential for security officers to use physical intervention skills to protect themselves and others from high risk of physical assault. Physical intervention always carries risk to staff, bystanders and the individual’s they are dealing with and can result in a related injury or death if not handled correctly. Physical intervention is always the last resort when all other responses have failed or carry a higher risk. Our operatives include physical Intervention specialists and trainers who hold
